BRIEF PROFIE OF BIHAR INDUSTRIES ASSOCIATION
Known popularly as “BIA’ the Bihar Industries Association was established in 1943, had been only apex representative body of industry & service sector of the united Bihar till 2000 before creation of Jharkhand State and now the State of Bihar. Its membership comprises of large, medium and small-scale industries spread throughout the State.
AIMS & OBJECTIVES:
The main objective of this Association is to promote industrial development of this State by focusing attention of the State and Central Government and other authorities towards the impediments in the way of Industrialization and to promote and safeguard the interest of industries in general and industries of Bihar in particular. The Association acts as a representative body with the sole object of advancing and promoting the common cause of industry. It also helps in formulating healthy legislation and State Policies with regards to the protection of Industries in Bihar. It has always endeavoured to maintain harmonious relations between labour and capital and undertakes work of labour welfare and social services.
Status & Recognition:
The Association is registered under Indian Companies Act, 1956, Section-25 as a non-profit making organisation. It is recognised by the Central and State Governments as a representative body of Industry & Service sector. It is also affiliated to Confederation of Indian Industry (CII), FISME etc.
Membership:
The membership of the Association is open to any association, individual, financial institutions, organisation engaged in any branch of industry, mining or any profession including law, taxation, consultancy, etc. Several Government undertakings are also its members.
EXPERIENCE:
BIA has a wide range of experience of more than 75 years with National & International exposure in the field of Industrial sectors.
INSTITUTIONAL PROMOTER
- Bihar Industries Association (BIA) has been the main promoter of Magadh Stock Exchange Association established in the year 1989 at Patna.
- It has promoted Patna Productivity Council now as Bihar State Productivity Council.
- BIA Centre for Research and Training.
- BIA is running an incubation centre in its premises to help and support new start-ups.
STUDY / PROJECT UNDERTAKEN
BIA had conducted a Diagnostic Study of Industrial Units of Bihar districts with help & support of Department of Industries, Govt. of Bihar & SIDBI. The main objective of the Survey / Study was to prepare a "Status Report" of Industrial Units situated and to ascertain reasons for sickness and closure in Industries and to suggest strategy for revival and rehabilitation of the unit and to make capital and assets blocked in sick unit once again productive.
CONTRIBUTION OF BIA IN FINALISATION OF FOLLOWING REPORTS
- It was closely associated in the exercise of preparation of sectoral report for Industries Commission constituted under the Chairmanship of Dr. J. J. Irani.
- It also worked with Finance Commission constituted under the Chairmanship of Dr. S. C. Jha for preparation of report on Financial restructuring of the State of Bihar.
IN RECENT PAST BIA SUBMITTED REPORT / MEMORANDUM TO THE FOLLOWING.
- It has been the main guiding force behind development of VAT legislation for the State of Bihar.
(2) In the light of suggestion of H. E. the President of India, Dr. A.P.J. Abdul Kalam during inaugural function of DIOMOND JUBILEE CELEBRATION FUNCTION of the Association on 30. 05. 2003, BIA organized three programmes in the area of Agriculture, Tourism and Education and prepared a vision paper on each of the topic and were duly submitted to H. E.
During visit of H.E. the President of India, Dr. A.P.J. Abdul Kalam, to Bihar the BIA submitted a Memorandum highlighting several issues like need for fiscal incentives, debt restructuring for Bihar, adoption and mechanism for flood Protection Measures, Water Resource management, Creation of Centres of Excellence, Improvement of health System.
(3) BIA had got the opportunity to present a suggestion / presentation before Administrative Reforms Commission, where it suggested / highlighted several important issues pertinent for re-orientation of State Economy through Administrative Reforms.
(4) It has been the part of high level state delegation to participate in Pravashi Bhartia Diwas Conference.
SKILL UPGRADATION - HRD
- Bihar Industries Association has successfully conducted Cost Accountancy Coaching Centre of The Institute of Cost & Works Accountants of India (ICWA) for 29 years from 1970 to 1999
- It has been conducting Entrepreneurship Development Programme (EDP) for the last 7 years with support of Department of Industries, Govt. of Bihar with an objective to inculcate the spirit of entrepreneurship in youth to become an entrepreneur and take enterprise venture.
WOMEN EMPOWERMENT
- It organized Mahila Udyog Mela for 3 consecutive years from 1996 to 1998 with an objective to promote women entrepreneurs engaged in Handicraft and other tiny industries sector by providing opportunity to display and market their product.
- It organized a special course on Vermiculture exclusively for rural women with an objective to motivate them for self employment and be a part of rural development.
- We organized and hold a very successful discussion-cum-lecture programme on the topic of “WOMEN’S ECONOMIC EMPOWERMENT’ in association with the office of American Consulate General – Kolkata. The programme was addressed by Ms Hedy M. Ratner, the Founder and Co-Chairperson of Women’s Business Centre, Chicago, USA and Ms Susan Schulz of American Consulate General, Kolkata.
(6) Memorandum cum presentation before 12th Finance Commission as well as Parliamentry Committee on Industry during their visit the state.
(7) Memorandum submitted to Planning Commission.
(8) Memorandum and discussion with World Bank Team visiting time to time in the state.
FUTURE PROPOSED PROJECTS
- To conduct a Study of sick and/or closed industries for Rehabilitation purpose. The Department of Industries has already given its consent to be a part of the Study team and suggested to start the study from Muzaffarpur Industrial Area as a test case.
- We are planning to conduct a resource mapping exercise in the field of Litchi in the districts of Agri-Export Zone of the State.
- we are also planning to conduct a survey of Export potentiality of the State and to prepare a detailed status report on the same.
- We are planning to get prepare a documentary film focusing on cluster of industries in Bihar
Representation on Public Bodies:
The Association has been able to establish an excellent rapport with different authorities of the State Government at various levels from the Chief Minister downwards. The advice tendered by the Association from time to time has always received due consideration and appreciation. The result has been that the Association is currently represented on over 60 Public bodies, various Corporations, State Level Advisory Committee of both Central and State Government, Railway Consultative Committees etc.
