Who we are


Known popularly as “BIA’, the Bihar Industries Association was established in 1943, had been only apex representative body of industry & service sector of the united Bihar till 2000 before creation of Jharkhand State and now the State of Bihar. Its membership comprises of large, medium and small scale industries spread throughout the State.


Aims & Objectives:

The main objective of this Association is to promote industrial development of this State by focussing attention of the State and Central Government and other authorities towards the impediments in the way of Industrialization and to promote and safeguard the interest of industries in general and industries of Bihar in particular. The Association acts as a representative body with the sole object of advancing and promoting the common cause of industry. It also helps in formulating healthy legislation and State Policies with regards to the protection of Industries in Bihar. It has always endeavoured to maintain harmonious relations between labour and capital and undertakes work of labour welfare and social services.


Status & Recognition:

The Association is registered under Section 26 of the Companies Act, 1913, and is an existing company under the companies  act 1956 covered by Section-25 thereof as a non-profit making organisation. It is recognised by the Central and State.



The membership of the Association is open to any association, individual, financial institution, organisation engaged in any branch of industry, mining or any profession including law, taxation, consultancy, etc. Several Government undertakings are also its members.



BIA has a wide ranging experience of more than 66 years with National & International exposure in the field of Industrial sectors.



Bihar Industries Association (BIA) has been the main promoter of Magadh Stock Exchange Association Ltd established in the year 1989 at Patna.

BIA promoted the Patna Productivity Council now known as Bihar State Productivity Council.

It has formed the BIA Center for Research and Training.


Study / Project undertaken

BIA had conducted a district wise Diagnostic Study of Industrial Units of Bihar districts with help & support of Department of Industries, Govt. of Bihar & SIDBI. The main objective of the Survey / Study was to prepare a "Status Report" of Industrial Units situated and to ascertain reasons for sickness and closure in Industries and to suggest strategy for revival and rehabilitation of the units and to make capital and assets blocked in sick unit once again productive again.



BIA was closely associated in the exercise of preparation of sectoral report for Industries Commission constituted under the Chairmanship of Dr. J. J. Irani.

BIA  worked with Finance Commission constituted by the state Government under the Chairmanship of Dr. S. C. Jha for preparation of report on Financial restructuring of the State of Bihar.

Then the BIA President, Shri K. P. Jhunjhunwala, was a member of the Working Group of Reserve Bank of India constituted under the Chairmanship of its central board director Dr. A S Ganguly to suggest ways to improve credit flow to the SSI sector particularly tiny sector.

BIA  President, Shri K. P. Jhunjhunwala, was a Member in Special Task Force, constituted in 1999 by Ministry of Finance, Govt. of India to look into Credit Deposit Ratio in Bihar and the problems being faced by Small Scale Industries in the State of Bihar.


BIA  has been the main guiding force behind development of VAT legislation for the State of Bihar having collaborated with the state Government of great length during the drafting of the law and in improving its implementation thereafter . 

During the visit of H.E. Dr. A.P.J. Abdul Kalam, the President of India, to Bihar the BIA submitted a Memorandum highlighting several issues like need for fiscal incentives, debt restructuring for Bihar, adoption and mechanism for flood Protection Measures, Water Resource management, Creation of Centres of Excellence, Improvement of health System.

BIA organised programmee to develop a vision document focusing on the possibilities for the development of Agriculture, Tourism and Education following a suggestion by Dr. A.P.J. Abdul Kalam made while inaugurating the Diamond Jubilee celebrations of BIA 2003.

BIA made a presentation before Administrative Reforms Commission, where it  highlighted several important issues pertinent for re-orientation of States Economy through Administrative Reforms.

BIA has been a regular part of high level state delegation to participate in Pravashi Bhartia Diwas organised by the Central Government  Annually.


Bihar Industries Association  successfully conducted Cost Accountancy Coaching Centre of The Institute of Cost & Works Accountants of India (ICWA) for 29 years from 1970 to 1999


BIA  has regularly  conducting Entrepreneurship Development Programmes (EDP) for the last 8 years with support of Department of Industries, Govt. of Bihar with an objective to inculcate the spirit of entrepreneurship in youth and to encourage them to an entrepreneurs.



To conduct a Study of sick and/or closed industries for Rehabilitation purpose. The Department of Industries has already given its consent to be a part of the Study team and suggested to start the study from Muzaffarpur Industrial Area as a test case.

To conduct a survey of Export potentiality of the State and to prepare a detailed status report on the same.

To prepare a documentary film focusing on various clusters of industries in Bihar

Representation on Public Bodies:


The Association has been able to establish an excellent rapport with different authorities of the State Government at various levels from the Chief Minister downwards. The advice tendered by the Association from time to time has always received due consideration and appreciation. The result has been that the Association is currently represented on over 60 Public bodies, boards of various Corporations, State Level Advisory Committee of both Central and State Government, Railway Consultative Committees etc. Presently BIA is the only non-government member in Bihar Investment Promotion Board constituted under the chairmanship of the Development Commissioner, Bihar to consider investment proposals in the and to recommend the same to final approval of the Cabinet. Our President is also an Ex- officer member of the Managing Committee of Chanakya Institute of Management – a premier management institute set up on the pattern of center of excellence.
